Identify this card?

I found this card in a really old but massive collection I had when I was a kid. I was looking to sell them then I ran across this card. I couldn't find anything about it on the internet. It is in practically mint condition, with only a little scratch on the back of it. The reason I am having trouble with it is because it isn't part of a set and doesn't have a rarity symbol either. Does anyone know how much this might be worth or how rare it is? If any more photos are needed I'd be happy to post them.

It actually is part of a set. It's from the Japanese equivalent to the Neo Revelations set. Its counterpart in English has a rarity of rare. It's one of two Ho-oh cards that can be found in the Neo Revelations set (the other one is a Fire-type card). It's not terribly rare and can be found for anywhere between $1 and $5 on eBay depending on the time of year.
