Umm... actually better post in a rom-hacking related thread, eh?

It can't be defined whether it is legal or not. All rom hacks are resource hacks (like it was editing BITMAPs or DIALOGs in EXE files with Visual C++ or Resource Workshop).

After all, it depends on the license agreements. You can't say it's just legal or illegal, it can be looked upon as a "demo" for a real game, as a backup copy or as an illegal piece of xxxx. The 24-hour rule is void, by the way.
