4th Gen Is it Cheating?

I consider it cheating. They worked hard enough to get 1 Pokemon, not 2.
Yes, but the first Pokemon no longer exists, so it's not like he's having two copies of the same Blastoise in D/P...
However, it is cheating. As previously noted, he must assign a Nature to his Pokemon, which would give him an advantage when raising said clone.
 
I agree, it is cheating. He needs to understand that although he made it like the same Pokemon, it is NOT the same Pokemon. At all. The amount of customisabilty that you get with an AR and with such little effort is laughable.
 
You realize the guy was talking about his friends Gold game right?

Plus, I'm willing to bet that most people who use stuff like AR don't change the stats.

I'm not sure what you're getting at. If it was about my battery remark, Gold and silver have an internal battery which dies after 7 years or so. I bought a copy myself yesterday and it refuses to keep the save file.
