Is it just me, or is Team Rocket going downhill?

no, in my opinion, they're so much better in the Sinnoh. They almost caught Pikachu numerous times, but normally their plans unfoil because of their (jesse, james, meowth, wobbuffet, mr.mime etc.) arguing
 
Team Rocket has been here in Pokemon since... like forever in the anime. Why can't the directors at least give those three amigos a new objective like: trying to stop bad guys. Plus the voice actors get on my ears.
 
i feel the same way about brock, it's annoying when they ruin a perfectly good battle just to cut to him to tell you for the 10000 time why Ash picked a Pokemon/Attack plus his crush on almost every young female has lost it's edge too.

and i think that Team Rocket should get into a fight with Team Galatic and lose in front of a huge croud and it gives them a new objective where they deisded to get revenge on them for kicking there ass and end up working with Ash to stop them from taking over Sinnoh
