Are you talking about happiness or the Pokemon obeying you?
For happiness, yes ,but it may take a bit longer since after every trade the happiness is reset.
For the other thing you just need more badges.

I am talking about happiness. I have given a riolu i got in a trade three spa treatments at the ribbon club but it still has zero happiness level.

Poffins try lots of poffins and a bit more massages and It evolves at lv.33-35 K?

Try giveing to more massages, feeding it poffins and protiens help to, and if you have sooth bell have him/her hold that. Those should help. :3

Yeah a Soothe Bell Is really good!

if you can afford it there is something that works better then all of that

stat booters.. Carbos, hp up, zinc, iron. yadda yadda yadda...

you will be suprised how much quicker it goes up with those

try soothe bell, and the massage at the ribbon society if you can get there.(ah many people massaging my pokemon.)

protein and zinc if you plan on not ev training it. and battle with it. mine evolves around leel 27 by just battling starlys and bidoofs(he did have soothe bell)

Try to battle with it alot and on the poketech press on it it will gain happines points that way
