Is it possible to show more tiles on a screen for a rom designed for PC play?

So, I was inspired by the beauty of the tiling in the developing rom "Giratina's Legend", and thought it a shame that we could only see a portion of the map as we move about in a traditional emulator.

    1. If I were to design a Rom meant to be played on a PC - is it possible to show more tiles / the entire map at once?

Rom hacks like PokeOne / PokeMMO seem to be able to do this to accommodate multiplayer. In my case, I want to show the entire map on a PC screen to showcase the potential beauty of custom tiling.

You're missing the point, rom hacking involves editing/creating a game specifically so that it's playable on real GBA technology. "Meant to be played on a PC" is redundant if you're talking about a GBA emulator, which is also an attempt at faithfully running the GBA tech.
PokeMMO is not a rom hack, it uses a rom to pull assets from, but is otherwise a standalone game. Hence why it doesn't need an emulator.

At this point, you might as well cut out the middle man and forget the rom hack. Develop a game for PC using rgp maker, which would give you all the freedom to do whatever you want and more since you don't seem to care about making a GBA game per say
