Eevee is my highest leveled pokemon only because I am soo keen on evolving him into an Umbreon but it just won't evolve. I heal him, level him up, give him items, and give it haircuts.

And give him vitamins as well. Preferably Iron or Calcium or HP Up.

I finally won a Sun Stone so I am happy to have a Bellossom now but I am not too satisfied with her moveset and I can't find sunny day TM or a mega drain TM.

Have you solved the chaos at the Goldenrod Tower? If you have, (I think you should have) go to the third floor and get Sunny Day from one of the ladies there. And IIRC there is no TM for Mega Drain, but there is one for Giga Drain. But you can only get that TM after the E4 (Erika in Celadon gives it to you)

Dragonair is a tough one for me at the moment because it's attack is it's highest stat and I didn't understand that, her Atk is 79, SPD is 77, SP.ATK is 76, SP.DEF is 76, and her defense is only 70.

Why? That's how her stats should be. Look at its base stats.
HP 61/Attack 84/Defense 65/Speed 70/Sp Att 70/Sp Def 70
Right now she might not look strong, and plus, she's a dragon, and takes a little bit of time to level up. Just be patient and wait until she becomes a Dragonite.

So overall I have a few adjustments to make and my major problem is Eevee not evolving *sigh*. I amy have to give up on it because after I level up my party a bit more I am on my way for the League

Well that's all. Hope I helped :)

Your team is good but when I was there I had:

Scyther:
Lv: 72

Jollteon:
Lv: 66

charizard:
Lv 68

Arbok:
Lv 85

Pinsir:
Lv 70

Pikachu:
Lv 60

Is Arbok worth using? I never kept a poison type pokemon my team unless of course it's a hybrid of Grass pokemon. Do poison pokemon ever have a good move pool?

Sometimes they do. But IMO the only ones worth keeping are either Muk or Weezing. Muk has good Atk (105), HP(105) and SDef(100). It can go Sludge Bombing quite well. Weezing has slightly lower Atk than Muk(90), but higher SAtk(85) so it can be used as a mixed sweeper. Plus, Weezing has 120 base Def.

Ok your team is pretty good for this game. Here is my advice:

Dragonair Lv. 50 Item: Everstone
Extremespeed
Safeguard
Dragonbreath / Outrage (if it gets to Lv 55)
Waterfall

Typholsion Lv 50 Item:Charcoal
Flame Wheel / Flamethrower
Dig
ThunderPunch
Ice Punch

Bellossom Lv. 50 Item: Miracle Seed
Solar Beam
Sunny Day
Moonlight
-Your Call here-

Noctowl Lv. 50 Item: Sharp Beak
Fly
Foresight
Hypnosis
Dream Eater

Umbreon Lv. 50 Item: Black Glasses or Twisted Spoon
Faint Attack
Psychic
Moonlight
Shadow Ball

Poliwrath Lv. 50 Item: Black Belt
Mind Reader
Fissure (yes trade it briefly back to RBY)
Surf
Strength

Yes I did say keep Dragonair a Dragonair. Dragonite has a fatal weakness to Lance's Dragonites. His can use Thunder (in combo w/ Rain dance for 100% accuracy) and Blizzzard (which Dragonite is doubly weak against). Just EV train it instead (focus on Defense). Typhlosion should take Ice Punch from Poliwrath (who will go back to RBY and use TM 27 for fissure) because Poliwrath's new Mind Reader / Fissure combo is a death march for the harder to beat species (also useful for Koga and his Double Teams). No Poison types, they're basically useless (not mention weak to 4/5 of the E4). Bellossom will kick butt with Sunny Day in combo with Solarbeam and Moonlight. Umbreon who can use Psychic, Faint Attack and Shadow Ball will be very useful for Will and Karen. Noctowl should know Foresight so that in case you're in a corner against a Ghost (not likely, but still...) you can use physical attacks; but other wise use fly, Dream Eater in conjunction w/ Hypnosis. I put level 50 down because that's my recommended level for fighting Lance. Good Luck!

Actually keeping Dragonair as it is is very smart so I'm not sure if I have an everstone but I will equip with it as soon as I can. Bellosom seems perfect as 4th move I'd use either Sludge Bomb or Mega Drain, both moves deal some hefty damage. Oh and I never use poison types anyways I always found them useless. Noctowl lost it's foresight so idk what to do there. Thanks a lot this really helped the only thing I'm confused on is that you mentioned ev training 1.) Ev training isn't introduced until the 3rd gen games RSE/FRLG 2.) I simply never ev train
