Not sure. Usually in older games when things like this were involved, you needed a code to actually activate the event. FireRed and LeafGreen had something like this for the special islands, if I recall correctly. Can't hurt to try. :D I'm not familiar with the DS Action replay, or HG/SS, so.. sorry if I'm not much help. Just my assumptions.
I myself am not all to familiar with Action Replay to say as I've always stayed away from it. However, if you wish you can take the shot and test it out. For more information on the event as a whole, you can read about it here: https://serebii.net/heartgoldsoulsilver/celebi.shtml.
