Is there a upgrade for RSE Like Cfru?

Genuine question here. I've been wanting to make an upgraded version of Pokemon Sapphire(My second favorite Pokemon game), but can't figure out how to add my own Pokemon. I was wondering if anyone knew, if or where to find an upgrade for the game, similar to Cfru?

There isn't a major project because everyone who wants to do it in binary absolutely loves FireRed. The best you'll get for Emerald-based work is probably in the decompilation world, with pokeemerald-expansion.
