3rd Gen Is there a way to catch Jirachi in emerald?

My friend told me that when the rocket in mosdeep launches 100 times that you can go to the moon and catch jirachi. Is this true? if it is is there a shorter way to do it besides hacking(i am ok if you want to post a glitch.) i wont use but just in case.

All rumors about the Mossdeep City Space Launches are false. To get Jirachi, either trade, hack, or get one from the Pokemon Coloseum Bonus Disk.
