[Other] Is there a way to edit gym leader's pokemon movesets? (pokemon red/blue)

There's a program called GymEdit GB that lets you edit gym leader pokemon but it doesn't let you change their attacks. Is there another program that can do that or will I need to do some hex editing? I don't mind doing that but I figure if I can save myself some trouble I might as well.

The problem is that gen 1 doesn't natively support custom movesets like future gens. If you want it, you have to implement it.

What Pokemon Red/Blue do have, is something called LoneMoves and something called TeamMoves. They assign a move to a certain Pokemon of a certain trainer, and to all Pokemon of all trainers of a certain trainer class, respectively.

Note that LoneMoves is not automatic, the entry is required to be noted in the corresponding script by writing to the GymLeaderNo address. This address is also responsible for loading a different music in gym leader battles though. This means if you want to use it for trainers other than gym leaders without the music being affected, you'll need to apply a small modification to the PlayBattleMusic function.

All in all, this is very limited. If you are capable of, you should consider implementing move structures for trainer parties like in gen 2.

Advance Trainer would be good but it haves Viruses if you wanna try it..
