Since my other topic on this got locked, I'd post it here. If this isn't allowed, then this topic can be locked. I think this is something that hasn't been revealed, I think the makers of the anime did this on purpose.

I was under the impression that the Pichu bros. are the long-lost cousins of Pikachu and Sparky (Ritchie's Pikachu). But I think the writers made Sparky's and the second Pichu bro's hair stand up so that both of them would be differentiated from the other Pichu/Pikachu.
