    Is it possible to get Kyogre, Latias, Treecko and Charmander in HeartGold and then import Groudon, Latios, Regis, Blaziken and Blastoise through Pal Park using my Fire Red and Ruby cartridges?
     
    Yes, I would think so, as long as none of your Pokemon that you're importing knows any HM's, as you can't import them then.
     
    Yes, you can, as long as they don't know any HM moves. I migrated a lot of my rare Pokemon from my FireRed cartridge.
