Moveset:
~ Swords Dance

300 speed; enough to outrun Adamant Salamence and various base 100s. If you'd rather have max speed, go ahead and clear its HP and EV the rest in Speed.
I need to check its IVs again, though. I only know the speed/atk. =(

The attack and defense is low, but the other IVs are great. IT could still use Overheat if it weren't for that annoying ability, though. Still, Rayquaza is awesome. It can Swords Dance or Dragon Dance, and with a +Speed Nature, none of the heavyweights can outrun it. After a DD, Scarfogre is toast. Ray can also T-Wave, but we're not BulkyGyara. D:
