if you say a pokémon has IV's of 31/31/31/31/31, does that mean it's stats are all 31 at lvl 1?

what it means is that it's growth every level to those stats is maxed. where as a pokemon with say.. 1/1/1/1/1/1 would have very minimal stats at level 100.

Yes, IVs stay constant regardless of a pokemon's level.
