3rd Gen IV reader in pokemon emerald?

I found an old man at the pokemon frontier that might rate the IV of your pokemon. I'm not sure if that's what he's telling you or not. He's in the building right above the pokemon center. He tells you your pokemon's best stat but before that he tells you that your pokemon is of average ability, low ability or impressive ability. Can somebody confirm that he rates your IV, because i've been using him to breed pokemon with good IV for training.
