I think you'll generally find the golden era of anime was probably from the mid 80s throughout the 90s. The mid 80s are really when anime was growing into its own respectable field and becoming something more than a medium for children thanks to shows like Gundam, Dunbine, and Votoms.
Animation generally does seem to be getting worse, though, and not strictly in the form of how things are drawn. There are a lot of animators who just aren't well versed in simple things such as perspective. But hey, that's what happens when you outsource 90% of the work to cheap Korean studios~!
Er, what? It seems more like everything is moving around because of the camera's fast paced perspective keeping up with the fluidity of the fight. I have no idea in what world Cowboy Bebop's animation would ever be considered bad, it's really one of the few shows with a consistent level of quality that transcends the generation it was made it. It's probably the only show where I've actually liked the use of rotoscoping because of how well it's pulled off.By today's standards, that animation would be considered crap. WHY IS THE BACKDROP ONE LAYER. THE SKY MOVES WITH THE GROUND. WHY ARE THOSE CLOUDS MOVING BACK AND FORTH WHAT'S WRONG WITH THE WIND. THE MOUNTAINS IN THE BACK ARE MOVING WITH THE MOUNTAINS IN THE FRONT. ADSGASDFHDSAFSGHASFHDSHFDFSH
