Let me clarify: I do not consider Milotic a Legendary. Though they are hard to obtain, you can catch an army of Feebas to evolve into Milotics. I consider one-of-a-kinds to be legends. Pokemon like Giratina, Lugia, Mewtwo, and Groudon are legends in my book.
