Is it Dragons Spoink?
 
girlgenius got it..Spoink only has 50 HP everyone.. Lileep has 80 HP because it is Stage 2 due to the Root Fossil.

Umm, isn't Minum spelled Minun (D)? Also I'm taking a wild guess out of my logic but I'm guessing C-Natu. I have no idea if that is right.
