Yeah, I use Adobe Photoshop it is a Great Program. I use it all the time :)

For art, it depends on what you want to do! Most of my art is hand-drawn, which means I just use pens and pencils and don't need a computer program. But some of it I use my tablet for, on the computer, and I use Photoshop Elements for that. You probably don't really need the full-blown Photoshop if you're just beginning. Try Paint Shop Pro, that's inexpensive and also very good.
