Now, I am near route 35 and I wanted to enter the Pokeatlon. But it says something about construction. I have yet to beat Whitney so I am assuming as soon as I do that, I can enter?

Quick questions like these should be in the "HG SS Help Thread" You have to beat Whitney and obtain the bike from Goldenrod City, which I think you can then enter the pokeatlon.
