You can't get Kangaskhan on Ruby, only in the Safari Zone of FR/LG.

You can only get Kangaskhan in FR/LG on Safari Zone area 2.
If you want to get it on Ruby,you have to trade it with FR/LG.

yea, got to trade it from LG/FR if you want it in ruby
but you can catch it in D/P safari as well, i caught mine there, takes 4ever though, take me an hour-.-"
