Okay so there I am breeding Torchic's, two pop out of their eggs and I take them to get checked, they both had four IV's (Hp, attack, defense and speed) that 'simply cannot be beaten' however one had outstanding potential and the other ad relatively superior potential, do stats that aren't perfect get considered aswell?

yes, if others 2 stats which are not perfect have good IV, say 20+, then the guy say "outstanding potential", otherwise he will say "relatively superior potential"
i believe the total IVs of all stats determine what will he tell you

What Shilver said, both of them have perfect IVs in the stats they listed, but the fact that one of them is "outstanding" means that the other two stats are better for that one. All stats are considered.

Essentially, you now know that that Outstanding Potential pokemon is your new breeding parent. It now needs a destiny knot, and another of the same species to take an everstone to carry over desired nature and characteristic.
