How do oyu turn a banner into a link?

And I'm wondering if you could make a banner for my new forum I jsut started. I tneeds some advertising. The backdrop needs an image of Celio's networking machine from Fire Red/ Leaf Green. Preferably with Celio and the male trainer standing in front of it facing up if you can. Over the front of this have in dark blue script "Pogi's Poke Network". THanks in advance. :D
