I would change his team on HG/SS(if he is on it) to Nidoqueen/Weezing/Drapion/Toxicroak/Crobat/Nidoking(strongest) then try and stop him.

I agree with your team there... Koga is in dire need of Nidos, I believe his team in HGSS is: Ariados, Forretress, Muk, Venomoth, and Crobat first

and in the second battle it is: Skuntank, Toxicroak, Swalot, Venomoth, Muk, and Crobat...

i'd personally like a team of: Ariados, Muk, Nidoqueen, Toxicroak, Nidoking, and Crobat as his strongest (come on, it's his signature Pokémon!)
