4th Gen Lagging Tail

Sorry about this, I tried Google, but I couldn't find anything.

Does anybody know if Lagging Tail has any special use? Does it evolve a Pokemon or something?

It's only use it makes the pokemon move last, combined with Trick and suddenly speedy attackers are quite easily slowed and defeated...

Thats always a good idea, I was trying to think of a way going slow would be of help rather than a defect.

or it helps with with other moves like gyro ball and one that u throw your item, cant member the name atm.
