there isn't in LG but, there is one for Ruby and Sapphire if you have either of them you can trade it over

you can't get deoxys in Leaf Green

you can get in Ruby/Sapphire and trade them over

Yes you can but you need to go to this events and download the aurora ticket and then you just go to nine island to capture deoxys or just use gameshark but I don't recommend you to use it
