yes the eevee festival seems very normal for the anime, the thing is, will it happen since we already had a croagunk festival...lol
 
maybe in the next generation, when new eevveelution will be created.
Did you notice, thats on each generation, at least one eeveelution has a super efective type against the other?
fire-water and water-electric on the first one
psychic-dark on the second one
leaf-ice on the third one

wow it is interesting that you brought that up...maybe then we can predict another two eeveelutions for the next gen maybe (if there is one), but I really think either Nando might have one, or we'll see it by a random new character of the anime, a contest that dawn tries to win, or the pokemon league...who knows...
 
I still think Nando should have one, it fits his personality.
A ghost and a steel eeveelutions could be really cool for next generation, and since ghost is super effective against itself, it also fits the rule.
