I beated the game already.
 
You can capture Celebi if you have purified all shadow pokemon and captured Ho-oh .When you use the third time flute celebi appears to battle you.
 
LOL Serious amount of fakers and liars here.

You cannot catch either Jirachi or Celebi on Pokemon Colosseum. Jirachi you get from the bonus disk that comes with Colosseum (in the US), or after completing Pokemon Channel (in Europe/Australia).

Celebi was available in the Pokemon Colosseum bonus disk in Japan, instead of Jirachi.

Any rumour relating to these two Pokemon being caught any other way is fake. Don't waste your time, they simply aren't true.
