[Let's Go] Legendary Question

if we encounter a legendary in pokemon lets go but are way underleved and run away will it ever come back or is it gone forever?

there is a slight chance that after 31 catching combos that one of the legendary bird pokemon will spawn in the sky ( only after you have beaten the elite four) IDk about Mewtwo though...
