No, you can't catch Lugia or Ho-oh on Emerald, unless you have the correct tickets. Which you can obtain by going to a nintendo even or by cheating. The only way to cheat is to use a Gameshark or some cheat cartrage like that. For Lugia the ticket you need is the Mystic Ticket and for Ho-oh You need the same ticket. On the island, you can take the right to go to Lugia and the left path you go to Ho-oh. Hope that helps!
