4th Gen Level 4 Bibarel?!

I caught a lv 4 Bibarel and I used the Pokeradar and found a lv 4 Wobbuffet. I had Firered in for both.
 
So tahts that but I'm not really going to catch it unless I want to confuse my dumbfounded friend
 
No, I'm not asking to trade for the aforementioned Bibarel; I'm merely posting an interesting and completely unexpected observation while EV-training at Lake Verity. It's most likely just a mistake in programming, but I still thought it would be interesting to share with all you guys.

Anyways, I was committing Bidoof genocide on August 12 at the Verity Lakefront (y'know, at the big patch of grass you can find when Surfing), when, out of nowhere, this wild Level 4 Bibarel appeared and began to use Tackle! Now, let's review the scope of the situation:

#1: Bidoofs don't evolve into Bibarels until Level 15!

#2: Bibarels, according to the PokeDex, can't be found anywhere near Lake Verity!

So, what are the chances of finding a Bibarel without eleven necessary levels? Hardly possible, other than through hacking. And seriously, who would even want to hack for a Level 4 Bibarel?

Well, to make a really story short, I finally managed to capture the Bibarel...with a Timer Ball. Yeah, it's kind of hard to whittle down a Level 4 Pokemon's HP with Level 50 to 63 Pokemon...

I figure that in order to prove that my Bibarel is legitimate beyond a shadow of a doubt, I should post its stat and attack information:

Bibarel -- Level 4
Female

Exp. Points -- 64
To Next Level -- 61

Serious
"A little quick tempered."
"Happily eats anything."

HP -- 20
ATK -- 12
DEF -- 9
SP. ATK -- 10
SP. DEF -- 10
SPD -- 10

Ability -- "Simple"

Tackle
Growl


So now the situation poses several questions:

#1: Why did the Bibarel appear?
#2: If it was a programming mistake, how and why did it happen?
#3: Could it happen again, and with different Pokemon?

#3 is the most important question, one that I'd like to further examine, because if there's the possibility of a Level 4 Bibarel, who's to say that there can't be a Level 4 Staravia or Luxio?

The question, if answered, also opens a possible new classification of Pokemon, a mixture of legitimate Pokemon and hacked Pokemon. Could there be a possibility of "legitimate hacks" or "anti-code" Pokemon throughout Diamond and Pearl? What could be the consequences of such a discovery?

Well, I suppose I'm thinking out loud now...It's just an interesting observation, anyhow. Still, if this has happened to any of you guys, too, please don't hesitate to share your stories or at least discuss the situation. Regardless, thanks for reading!

k first off A LOT of pokemon can be cuaght before the vls there supposed to evovle i see it all the time
 
Hey... I saw a level 4 Bibarrel at Lake Verity too! That answers some questions I had, even IF there was no GBA game inserted in the DS, which was weird...
 
Huh, I'd never noticed that kind of thing much. I've noticed running into Pokemon that had passed their evolution level but not yet evolved, but never the other way around.

Then again, I regularly ran into level 1 Wartortles in my Red version. But that's normal when doing the Missingno/ M*M cheat for the umpteenth time. I hope...

Not a hack iv chained plenty of them lvl 4 and got a shiny

They appear in the grass at Lake Verity

Not a Programme error either
 
Hmmm, I was wandering around in there and I had Emerald in, and randomly I found a level 4 Staravia. :/
 
Never tried it before, but it is kinda fasincating. But it appears that level 4 Bibarel, Staravia and Wobbuffet can only be caught if you have the Poké Radar. Hope this solves your question.
