If it helps, when ORAS releases the Move Tutor can teach Eevee Hyper Voice! Then it's Gen VI Pokemon, too, which people tend to prefer.

I'm assuming you want a HA eevee, and if so then it would need the ability anticipation not adaptability according to serebii. Just thought I should let you know
