no you can't transfer items through pokebank

You just get the Diancie and a bunch of people will come and give it to you.

You have to enter a Pokemon Center and attempt to leave (if you're already inside one after booting the game, exit it, go back inside and try to exit again). And no, the event can be triggered at any time.
