Use "HOOPA2016" (without the quotation marks) in Mystery Gift and you should get it. There was a rerelease of the event for those in North America that were not able to obtain it the first time. The code was initially only for Europe, but there are reports that say it also works in North America, but if you already got a hoopa already, this code will not work. It's for all 4 versions of the game.

I tried it from a North American DS and never got the Hoopa. There is no report about it on Serebii about this event so I think the rumors that it works in North America is not true.
