I don't care what level he is. I'm trying to breed for a shiny Charmander. And I have a female Charizard from Japan. But I need a male Charmander/Charmeleon/Charizard from Japan as well!

You're right! I just looked it up again, and you're right. Thank you! Luckily I have a Chikorita from Germany, so they should work together just fine.
