you should post this in the Movesets section within Pokémon Handheld Platform Games

ooh uh yeah I think this helps i'm not sure it's the standar but it's good.

    the nature should be

    +Sp.Def / - sp.Atk

I think it's Careful that does this.

    as for EV's

    Sp.Def 252
    HP 128
    Def 128

    and for the moves

    Toxic
    Spikes
Aerial Ace / HP - Ground
    Whirlwind

and it's trait should be Keen Eye

    yeah I think that's a good skarmory that's what I raised and it's
survived a Thunder before but I'd recommend trying to get HP Ground
'cuz if u run into a Magneton u'll lose real quick if u only have a flying move.

    This is your basic Skarm:

    Skarmory @ Leftovers
    Trait: Keen Eye
    EVs: 252 HP, 192 Def, 60 Atk
    Impish Nature (+Def, -SAtk)
    - Drill Peck/Hidden Power [Flying]
    - Rest
    - Roar/Whirlwind
    - Spikes

Both Drill Peck and Whirlwind are Egg moves so it is illegal to have them both on the same Poke. It is also near impossible to get perfect IVs in-game (unless you are a cheater), so go with Drill Peck/Roar over Hidden Power [Flying]/Whirlwind.

um...HP - Ground is best on skarmory as it covers it's weakenss
    to

    Rock, Electric and Fire types...

don't bother giving it atk EV's you'll need it for the special defense.

No, you don't keep Skarmory in against it weaknesses. That is crazy. It might cover its weakness with HP [Ground], but too many Electric/Fire-types are faster, which results in Skarm going out too soon. That is why you have SkarmBliss.

Also, don't bother putting EVs into SDef. That isn't very smart since a full 252 SDef won't make that much of a difference anyway. Its needs it in HP and Def much more.

    Shanecdavis is exactly right.

Skarmory is a physical wall that is meant to Spike and Phaze the opponent.

Blissey will take care of Fire and Eletric-types and Rock isn't even a weakness Skarmory has.
