Looking for a rom hack: Gen3 151 Kanto, updated movesets, no fakemon/alt forms

    I've followed ROM hacking on and off for a long time but there's just so many out there now and a lot of them add too many features for me all at once, are there any mods like the following:

    1. Gen 3 Base, Kanto (e.g. FR/LG)
    2. Updated movesets to Gen 4 or later (I find a lot of pokemon in gen 3 and older have really disappointing movesets so I always end up with the same party)
    3. 151 - all kanto pokemon, maybe some evolves from later games (e.g. steelix/kingdra/umbreon.) but no non-kanto pokemon in kanto. The Sevii islands etc. can have anything on them though.
    4. No fakemons, alolan or hisuian forms.

    Everything else like story changes, map changes, difficulty changes I'm flexible on! Mega evolution would be cool but isn't necessary.

    I really like the look of Radical Red but then realised that several gens of pokemon had been all squashed into Kanto's bushes. I'm exploring modifying all of the wild pokemon lists but it's very long just to essentially undo someone else's work, plus I don't even know if I'm doing it right.
     
    Seems like what I want is a mix of Mrdollsteaks rom base, and pokemon throwback, does anyone know if they can be combined?
     
    Ok so apparently it isn't possible, so I'm looking at the Hex Maniac editor, and I pretty much want to copy from 3C73A0 to 3C9CB7 in Throwback, over the same location in MrDollSteaks...but I'm struggling, it keeps just coping the text rather than the hex.
     
    Well I managed to do it, copied over all of the wild pokemon data from Throwback over MrDollSteaks, as they seemed to both start and end at the same hex references, modified the annoying/trade evolutions to stones or levels, set all level-up rates to 03 or left them as 04 (fast), put the starters and optional pokemon in some logical places on the map, and made wild mew obey (replacing hypno in the event). Phew.
