    1. Get some themes for the WP news site and the vB forum (I have one in the works for both at the moment)
    Yes, but first you should get a mobile skin. PC is so much easier with the Mobile Master/Stand Nexus Mini and yours would do good too.
    2. Get some moderation staff (That's in the works)
    MOD ME c: More mods are always nice, but make sure to keep them to about a 1:100 ratio with the normal members at most, as more than that, as I've seen, can get quite awkward (I've seen this forum with a 16:1 mod:user ratio, it's crazy).
    3. Get a better URL (I have poketropolis.com in mind as it isn't registered)
    Yes, because from what I can tell "co.cc" sites are just spam, and Google just blocks them automatically.
    4. Make the site appeal to people so that they do actually register and not just lurk
    Just look at PC:
    Currently Active Users: 608 (74 members and 534 guests)
    There are always gonna be a lot of lurkers, as it IS the Interwebz.
    5. Actually make use of the WP page (Perhaps I can get a vB plugin to automatically post to the WP page or something)
    Do it, but just make sure you don't overload your website with crap that makes it look unprofessional (even with vB). Also what's WP

    And imo too many apps on the bottom of there.
     
    Ok first off, the theme is the first thing that catches my attention. You desperately need some sort of custom one. Even if it's just changing the vB logo into your own one. Right now your site looks like it's unfinished and isn't ready for members to join.
    Go and get a template theme, change the name, maybe a few colours and make that the default theme for now whilst you are having one custom made.

    Next thing I notice is the amount of forums you have. You said yourself, you only have an active member base of 27, why do you need so many forums? The majority of them don't even have more than ten threads. The first thing I'd think is that the place is dead and I wouldn't bother signing up.
    Try merging some sections until you have the need to split them into separate sections. Merge game development and rom hacking into one forum, merge the older pokemon games into one section and then merge the newer ones into another. The amount of forums you have is so unnecessary I can't stress it enough.

    Moving onto what you're planning on doing. I really wouldn't get a wordpress install if all you're going to do is set up a news feed on what's being posted on the forum. I'm pretty sure there's some web software that can do that for you without having to install wordpress and mess around with vb compatibility plugins and such.
    Getting a new domain is top of the list for your site at the moment. A .co.cc domain with a vB install kinda screams that it's a pirated version of vB. I know it's not and that someone gave it to you but for someone who's just looking at it for the first time would probably think it's a bit odd that you could afford a vBulletin install yet not get a decent domain name.

    If you follow most of that then you should see a rise in active members and registrations on your forum.
     
    Also, adding on to his "too many forums" thing...Having 1st Gen and then 2nd Gen and then all the way to 5th Gen forums listed right next to each other just seems...listy? I don't know the word but I think you can understand what I'm saying.

    Maybe go the PC route and name the 3rd Gen like, um, "Island Politics!" (please don't actually do that but you know, something creative)
     
    That logo's looking ok, but maybe try aligning the Japanese (I assume it's Japanese?) text with the P? Or if you want to have it indented how about having it aligned with the O? Maybe even align it so that the bottom of the Japanese text matches the descender on the P?

    As for the style thing, I'd still try and get a place holder style for the time being. Good forum styles don't happen overnight.
    And for the custom plugin, I'm 99% sure that you'd have to pay someone to make you a custom plugin. Unless it's something that a lot of people would use and you have a really nice friend who codes them.
