Go to the Sevii Islands and do all of the quests there. (you can skip catching the legendary birds there if you want and come back later when you're ready)
You get to the Sevii Islands by the boat in Vermillion, and you can go there and come back anytime you want by that boat.

And what's really fun is that after doing the event in (Island 4? 5?), the Elite 4 get harder; their levels raise and they have different Pokemon, like Lorelei has Piloswine, Bruno has 2 Steelix, and... I won't ruin the surprise.

Lorelei is on the Sevii Islands. Help her out and the League will resume as normal. It's about time they went home... It's like the Elite Four LIVE in Indigo Plateau or something. It's only been the Champions who have actually left their places. All the rest just stay there and watch you or something. They're creepy... o.o
