4th Gen Lugia in D/P/P

Has anyone here ever managed to get a lugia in their gen 4 version without a action replay. I believe the only way is to transfer the one from pokemon XD gale of darkness or through a Nintendo event but has anyone ever managed to do this and how thanks.

It has to be transferred from a third gen game. Even then, however, the only ways to get it are at Navel Rock in FR/LG/E or transfer one over from XD.

Yep. Luckily, I have Pokémon XD, and there was an Event in México that gave us the Mysticticket for the FR/LG/Emerald games.
