    How do you catch Luigia and how do you get him?
     
    You go through the Whirl Islands with a Rainbow Wing or Silver Wing (not sure which) and go in the cave looking for Lugia.
     
    When you get the Silver Wing, go to the nearest Whirl Island to Olivine City (the one on the top right corner of that sea Route between Olivine City and Cianwood City). Remember, you'll need Surf, Whirlpool to get there and Flash to light up the cave (and maybe even Waterfall, if you can't find the other exit when you're about to leave the island...) You should also have a few Ultraballs if you go to catch Lugia.
