4th Gen Luxray or Raichu

It depends. Luxray is a good better overall. I would choose Luxray. Raichu@ Focus Band Thunder Thunderbolt Megakick and a filler move PWNs though. Its fast and Hits Hard with Thunder.

and would be even better with a empoleon that has used rain dance so thunder has 100% accuracy
 
Raichu is better, IMO. It was the in the first generation, and It's faster and looks better than Luxray.
