    This is a bit of a vague question.

    Do you want to draw your own tiles and compile them? Would you like to add a completely new tileset to a ROM? Or are you talking about how to add specific tiles to an existing tileset? There's a plethora of tutorials for any of these questions over here.

    I also made a basic tool very buggy thought but if u follow the tutorial it will make very easy to insert simple tiles:
