It's not very hard if you have the right programs. I used Photoshop and GIF Construction Set (and a Pokemon ROM)

It's not really animation, it's more like moving stuff around a little bit.

Real animation is like using Flash and making stuff from scratch.

I have done animation with gifs but the filesize tends to be quite large, so I prefer flash & the like.
