3rd Gen Max Happiness in minimal LVs

Right so I have this Azuil I want to make a Marill and a Eevee I want to make an Espeon, but I want to do this in as little LVs as I can, just so its more beneficial for me in my crew. problem is...I'm not quite sure how to accomplish this feet without it taking from now until forever and I'm broke in game currently so just spamming vitamin can't really happen...

So some help on this situation is what I am in need in...

I've only made it pass Goldenrod thus far so idk, kinda haven't gone any ferther cause i wanted to deal with those two first

Shiny Gold is a Pokemon Hack created quite a while ago made by a ROM hacker named Zel. It's basically Fire Red, Gold, and Emerald all in one with Hoen, Kanto, and Johto all together. Look for it online.

You have to use Sun stone to evolve Eevee in Shiny Gold. To get Azurill in to Marill Just battle and win a lot.

Azurill I finally evolved into Marill, in one level thankfuly...and the thing about eevee...really? hmm damn, do you know when I can get my hands on one?
