does this symbol have a meaning ? a name ?

is it a japanese letter ?

what pokemon makes this attack and in what episode ?

Not even a picture of the attack? Anyway, my guess is that it might be Fire Blast from Magmar in the Kanto. Satoshi was battling for his 7th badge and it seemed similar to that picture above.

Yah, It's a kanji that means big. When most Pokemon use Fire Blast it appears in that shape. Here's something interesting about it from Bulbapedia in the episode Warped Reflection was talking about (Volcanic Panic):

"When Charizard pushed the Fire Blast away, its shape changed into the kanji for medium (中), and then small (小), before vanishing. The dub kept it the same shape until it disappeared, but didn't erase the sound effects that came with the pun."

The symbol is for some kind of Japanese festival known as Gozan no Okuribi (or Daimonji, more commonly). And, actually, I think it means either 'large' or 'great', not 'big'.

Also, a few Pokémon have used Fire Blast, so the exact Pokémon that used the attack is undetermined, especially considering that you used fanart and not an actual screen shot. However, to learn more about Fire Blast, go here.

    From episode 60, Blaine's Magmar.

Also, apparently the symbol means 'dai' in Japanese, part of 'daimonji'.
