I don't think you can. There have been several videos dissproving it.

Uh, the truck trick isn't real. And yes, Mew, as well as the 2 legendary birds (Ho-Oh and Lugia) and even Deoxys are obtainable by an event.

Well if you don't mind cheating, just get a gameshark or action replay to activate it the same way.

I wouldn't mind a small hack (there probably are already thousands already, but meh) that adds the capability to go catch legendaries into appropriate places.

Continuing that train of thought, but veering madly off topic, I've never had any friends. Nevermind friends that play pokémon, so I hated not being able to fill me 'dex on my own. Always had to resort to gameshark, etc. Curse you Nintendo/GFreak/etc.

Yum. Not 100% of what I wanted (Raikou... Mmm...) but hey.

DOUBLEDIT: GAH! Perhaps I should read the entire thread I was reading, before posting here. But here I am, at it again.

"As you know, one of the legendary dogs randomly appear in Kanto according to your starter Pokémon.
Bulbasaur - Entei
Charmander - Suicune
Squirtle - Raikou

This is an easy way to find them.

Step 1: Fly to Viridian City.
Step 2: Go to Route 2 (North) until the entrance of the Viridian Forest.
Step 3: Enter the route house, then go out and walk into the grass for a short time using a repel. (Your first Pokémon should be below Lv40)
Step 4: Repeat Step 3 multiple times until you find it.

This should work because there are only 22 Routes where they can appear (3 are sea routes) so you would have to be pretty lucky to find one. But with this guide, you're sure to find it because its area totally resets each time you warp into a house or building. Finding it should be quick so keep walking just a short time and re-enter the building. This works with any building near the grass, so you can try in your own places. I use this place because I think it's the building nearest to the grass in all Kanto. Remember they will only appear in Kanto, not on the Sevii Islands."
