4th Gen MIgrate Pokemon from GBA?

Ok so I put in the GBA game into the ds with pokemon Diamond then I turn the Ds on when I am at the menu and it does not show that Migrate thing do I need to beat something in the game?

you have to get the national Pokedex to obtain that Pokedex you have to see all of the Pokemon in the Shinou Pokedex. Then go to Pal Park and talk to Professor Oak
