well...i'm not sure if this would go anywhere in the forum and its not supposed to be here either. :\ but i think you have to show that you have talent on doing something, you have to be loyal and not break any rules and then 1 day you will get noticed, then you become a moderator.....something like that but i know i'm wrong about this.

I'd say talk to an administrator about it, although i doubt they'd just pick someone ad random to be a mod.
